Other usage agreements related to all services provided by NCC-17039 shall be governed by this agreement.

If you have already started using the relevant services provided by NCC-17039, it represents that you have agreed to the content of this agreement; if you do not agree with the content of this agreement, please suspend the use of the relevant products and services provided by NCC-17039.

II. Account Issues#

If the platform has an account system, please keep your account, cookies, and other information safe, and do not allow others to use them. If there are issues such as account loss, please contact the site administrator in a timely manner and take temporary measures to suspend the account.

Users understand that the relevant services provided by NCC-17039 only provide related network services, and all devices related to these network services (such as personal computers, mobile phones, and other devices related to accessing the internet or mobile networks) and the required costs (such as phone bills and internet fees for accessing the internet, and mobile fees for using mobile networks) shall be borne by the users themselves.

NCC-17039 hereby solemnly reminds you that any information, data, text, software, music, audio, photos, graphics, video, information, user registration data, or other materials (hereinafter referred to as "content") transmitted via this service, whether publicly or privately transmitted, is the sole responsibility of the content provider or user. If users disseminate and spread reactionary, pornographic, or other information that violates national laws and regulations through the services provided by NCC-17039, the system records of NCC-17039 may serve as evidence of the user's violation of laws and regulations; any claims or damages arising from the user's uploading or disseminating such content in NCC-17039 services shall be borne entirely by the user.

Users understand and agree that if a user's account is suspended due to violations, the user will not be able to continue using (including but not limited to browsing, storing, managing, sharing, and downloading) the services, and NCC-17039 has the right not to refund the user for the remaining membership rights and other value-added service fees.

IV. Service Usage Regulations#

You fully understand and agree that NOS storage, Great Image Hosting, NCC-17039 CDN, Short-URL, and conference room only provide users with network-related basic services, and you shall bear responsibility for all behaviors and results arising from the use of the services. Accordingly, you should understand that using NCC-17039 services may involve risks from illegal or improper behaviors (or information) from others, and you should judge and act independently and bear the corresponding risks.

Unless otherwise specified, the services under this agreement can only be used for non-commercial purposes.

You agree to use the relevant services in accordance with the usage period, capacity requirements, speed requirements, and charging standards published by NOS, Great Image Hosting, NCC-17039 CDN.

You agree to use the relevant services in accordance with the usage period, speed requirements, and charging standards published by other services.

You promise not to use this service for any illegal or improper activities, including but not limited to the following behaviors:

Creating, uploading, transmitting, storing, downloading, or sharing information containing any of the following content:

Opposing the basic principles established by the Constitution of the People's Republic of China;
Endangering national security, leaking state secrets, subverting state power, or undermining national unity;
Harming the honor and interests of the People's Republic of China;
Inciting ethnic hatred, ethnic discrimination, or undermining national unity;
Undermining national religious policies, promoting cults and feudal superstitions;
Spreading rumors, disturbing social order, or undermining social stability;
Obscene, pornographic, gambling, violent, murderous, terrorist, or inciting crime;
Defaming, insulting, or slandering others, infringing on others' rights to reputation, portrait rights, and other legitimate rights;
Containing false, fraudulent, harmful, coercive, infringing on others' privacy, harassing, infringing, defaming, vulgar, obscene, or other morally repugnant content;
Containing other content restricted or prohibited by applicable laws, regulations, rules, and any legally effective norms in China;
Impersonating any person or organization, or falsely stating or misrepresenting any relationship with any person or organization, or obtaining access to services of impersonated objects or others without authorization or explicit consent;
Requesting, collecting, soliciting, abusing, or otherwise obtaining others' accounts, passwords, or other authentication credentials, or disclosing user information to any non-original user without the original user's consent;
Falsifying titles or otherwise manipulating identification materials to mislead others into believing that the content is transmitted by the platform or NCC-17039;
Uploading, transmitting, sharing, or downloading any content that is known but unauthorized to transmit based on any law, contract, or statutory relationship (such as internal information, proprietary, and confidential information learned or disclosed due to employment relationships and confidentiality agreements);
Uploading, transmitting, sharing, or downloading any content that is suspected of infringing on others' rights (including but not limited to copyright, patent rights, trademark rights, trade secrets, and other intellectual property rights), directly or deleting, hiding, or altering any patent, copyright, trademark, or other ownership statement displayed on the software;
Interfering with or disrupting the normal operation of any part or function of NCC-17039's services, including but not limited to bypassing or attempting to bypass account registration/authentication mechanisms and content protection mechanisms;
Modifying or falsifying instructions or data during the operation of the service, increasing, decreasing, or changing the functionality or operational effects of the service, or operating or publicly disseminating software or methods used for the above purposes, regardless of whether these actions are for commercial purposes;
Tracking, viewing, or manipulating others' access to and use of NOS and its components, modules, data, etc., by oneself, authorizing others, or using third-party software;
Engaging in any behavior that violates the "seven bottom line" requirements of complying with laws and regulations, socialist systems, national interests of China, legitimate interests of Chinese citizens, public order, social morality, and information authenticity;
Engaging in any behavior that violates Chinese laws, regulations, rules, policies, and normative documents.

You agree and accept that although NCC-17039 will not illegally or unauthorizedly access, use, alter, or disclose your user file data in NCC-17039, NCC-17039 has the right to review and supervise the file data you transmit and share through the relevant services provided by NCC-17039, actively or upon report, in accordance with laws and regulations and the normative documents of relevant regulatory agencies. If there are behaviors that use the relevant services provided by NCC-17039 in a manner inconsistent with this agreement, NCC-17039 has the right to make independent judgments and has the right to terminate the provision of part or all of the services immediately without prior notice. For disseminating and spreading reactionary, pornographic, or other information that violates Chinese national laws and regulations through the relevant services provided by NCC-17039, the system records of the relevant services provided by NCC-17039 may serve as evidence of violations of laws and regulations. If you upload or disseminate such content in the relevant services provided by NCC-17039, leading to any third party making claims or resulting in any damages or losses, you will bear all responsibility.

If you, as a non-interested party, believe that there is illegal or non-compliant content on NCC-17039, you can resolve it by sending an email.

V. Disclaimer#

Given the special nature of online services, users agree that the relevant services provided by NCC-17039 have the right to change, interrupt, or terminate part or all of the online services at any time. If the changed, interrupted, or terminated online services are free online services, the relevant services provided by NCC-17039 do not need to notify users and do not need to bear any responsibility to any user or any third party.

Users understand that the relevant services provided by NCC-17039 may require regular or irregular maintenance or repair of the platform or related devices providing online services. If such situations cause interruptions in paid online services within a reasonable time, the relevant services provided by NCC-17039 will not bear any responsibility, but the relevant services provided by NCC-17039 should notify users in advance as much as possible.

After the suspension or termination of services, NCC-17039 will make every effort to notify users in a reasonable manner. When you find that you cannot log in or enjoy the services, you can send an email. Once the service is canceled or terminated, the user's right to use this service immediately terminates. The relevant services provided by NCC-17039 do not guarantee (including but not limited to):

The relevant services provided by NCC-17039 meet the user's usage requirements;
The relevant services provided by NCC-17039 are uninterrupted, timely, safe, reliable, or error-free;
Any products, services, or other materials obtained by users through the relevant services provided by NCC-17039 meet users' expectations.
The risks of using any materials downloaded or obtained through the relevant services provided by NCC-17039 are borne by the users themselves; if such use causes damage to the user's computer system or loss of data, the user shall bear full responsibility.

NCC-17039 does not bear any direct or indirect compensation for profits, business reputation, data loss, or other tangible or intangible losses caused by the following reasons:

The use or inability to use the relevant services provided by NCC-17039;
Any products, materials, or services purchased or obtained through the relevant services provided by NCC-17039;
Unauthorized use or modification of user data; and other matters related to the relevant services provided by NCC-17039.

Disputes or losses caused by users authorizing third parties (including third-party applications) to access/use the content of their NCC-17039 service space shall be borne by the users themselves and have nothing to do with NCC-17039.

Short-URL may delete some old or unclicked short links based on database size;

Great Image Hosting may delete some old or unclicked images based on database size;

NOS may delete some old or unclicked accounts or accounts that have not been used for more than two years based on database size;

If you jump to external links that do not belong to NCC-17039 through the relevant services provided by NCC-17039, NCC-17039 is not responsible for them.

If users do not change the bound email number before stopping using the account, leading to the new main login account of the bound email number stealing, altering, or deleting the user's account data, the consequences of such damage shall be borne by the users themselves and have nothing to do with NCC-17039.

VI. Service Fees#

The relevant services provided by NCC-17039 are free services, and any free features and services of this service should not be regarded as NCC-17039 waiving the right to charge in the future.

You can enjoy value-added services provided by NCC-17039 by purchasing value-added services. Value-added services may differ from free services in terms of storage space, number of stored files, transmission methods, additional features, etc. The charging standards, methods, and rights content of value-added services will be displayed on the corresponding service page. If you need to obtain and use relevant paid services, please read and fully understand the charging standards, methods, rights, and other information about the paid services at that time. If losses occur, you will bear them yourself.

You understand and agree that NCC-17039 may modify and change the free space capacity, charging standards, and methods of accounts based on business development, market environment, and other factors, and the relevant changes will be announced to you on the website of the relevant services provided by NCC-17039.

If due to the expiration of paid services without renewal, the expiration of the extended capacity obtained from various free expansion activities held by NCC-17039, the adjustment of free space capacity by NCC-17039, or other reasons, you have situations such as exceeding capacity usage or other aspects, the relevant services provided by NCC-17039 will not be able to normally upload files and other operations, but other services can still be used normally.

You shall bear the internet fees and other communication fees, information fees, etc., charged by third parties that may arise from using this service.
